Tony, if I was a betting man...

Tony, your chip looks like the second generation of $1, Chipcos delivered to Chipco. None of this $1 chips had UV tagging. Now the reason I say it 'looks" like a 2nd generation (re-issue if you please) is because of the bleeding of the black ink. The original issue of these chips came in 2 finishes, satin and linen and for each this bleeding ink issue was not present. The re-order issues were all in a satin finish and many had this bleeding ink problem.

What I haven't been able to figure out is if the bleeding is a function of ink spread or contact with other chips (when stacked).

If you do not have a blacklight (UV light) consider visiting a T-Shirt store in a mall (Spencer Gifts, Hot Topic and others) as they usually have a blacklight display in the store. Blacklights are also commonly found at cashier cages, cash registers and bank teller positions.

If that chip is UV tagged, it will jump out!
