That's strange. I don't have the 25, but the 5 from 1989 looks quite a bit different. If they make a new year series, the high denominations usually have the same basic design. Here is a pic of my 5. The hotel name on the other side is Harrahs Lake Tahoe Nevada.

Maybe the silver 25 was a special issue?
