The .20 cents surcharge is intended for "Non Machinable" mailings that has items other than just correspondence enclosed. This is NOT the prefered method to send or receive casino chips. To do so is putting the recipient at risk of receiving a damaged or missing "squeezed out" product. Should that happen, the SENDER should be responsible, not the recipient.
