Yes, Don, that's been my experience, too ... that only the outlined Pilot Wheel roulettes were attributed to the "Wagon Wheel Saloon". It appears the Pilot Wheel roulettes with the solid filled in hot-stamps were a generic chip used in many places, but not at the Wagon Wheel.
I'm still missing the cream and brown colored roulettes.
But that's what makes chip collecting so much fun: The hunt !!!
