You said you averaged $4 per chip, that's a decent enough price for the set. I bought mine for about the same and then filled in the rest as I was able inexpensively. By the time I caught up they were releasing the last 3 years. There are plenty of them out there, especially the add-ons (95 onwards) so you can pick them up as you see them inexpensively.

The price he is showing for the set is outrageous and like you pointed out the original tube doesn't include the 1995 onwards.
