Maybe they are roulettes for table no. 1?

No reason why an unlicensed club couldn't order their roulettes this way. I have no specific knowledge of one that did, but makes some kind of sense. Even if you only had one table, you might have more in the future, so order nine sets of different color chips initially marked for table 1 on the reverse.
