My guess -- the rows of chips in the rack beside the plaques are $5 and $1 chips, for change below the $20 lowest-denom plaque.
The counters (lammers) along the front row are markers of various denoms, used to track the amount of commission eacch player owed on banker play.
Commissions settled up between shoe shuffles.
