My view is the casino may be right but I would never go back and would do all I could do to spread the word about the specific casino that was so bureaucratic, even though technically right (I suppose). Casino rules can scare away potential customers with their rigid rules that scare away current or future customers. This example of 38 cents is just a minor example of how rules can be too intimidating. They are missing customer service skills when explaining or following casino rules about how to gamble. Black jack is an example. How many of you or your friends/ciblings shy away from blackjack or craps because certain rules or practices aren't followed? I know so many people who just don't play because they're afraid of being embarrassed. And of course none of them are high rollers by any means but this chases them away from current and future gambling. This is a systemic issue that needs to be addressed by casinos and, by the way, in my opinion, also chases potential chip collectors if the casino environment was more customer friendly.
Back to the specific issue, the casino may be right, but there's nothing like taking your business elsewhere to ultimately change rules or behaviour.
