Can anyone ID the font or letters on this Cuban chips?

I was glad to hear from Dr. Luis A Alvarez, who is nearing completion of his Cuban chip catalog!!! He asked me about the chip in the picture, which I am glad to put here, for whatever good it does. Luis said in part: "And a favor, attached is a Cuban chip, I have the complete set, these were roulettes. But, we cannot figure out what the letters are on the chip. Nobody seems to recognize the font and until we figure out the letters we will never figure out their origin. ... That set of chips is driving me crazy. The biggest hole in the catalog we are doing."
