Many governing bodies make recommendations. The Club are not police officers, they direct a club.

We are not telling them what they must do, we are simply letting them know of the concerns of the hobby. Large-scale repairing would be a real problem for this hobby, in my opinion. I would rather take some action, rather than implicitly support those who make the repairs. Education can be just as powerful as punishment. Maybe an article in the magazine would be better than contacting Heritage. I don't know.
