I've also scanned our matches at 300 dpi, so I don't have to rescan if they're used for the club magazine...
A few years ago a chipper (Charles Kaplan, I think?) gave me a link to a page called "Power Toys for windows XP" (or something like that). On that page was a free microsoft download for an image resizing program. All I have to do is right-click on my scan, and the menu that comes up includes a "resize pictures" option. "Small" is pre-selected, but I can choose medium or large if I want to (or handheld, for a very small image). Click "O.K." and it's done. Couldn't be easier.
That particular power toys page isn't there anymore (and you probably don't use XP anyway ), but I'm sure if you google something like "microsoft picture resize download" you should be able to come up with a resizer.
My full-size scans, photoshopped into one image, of the Buckley's feature matches is 600 kb. This is the reduced scan...125 kb.
Just for fun...here's the "handheld" size...
