Yes, I did see Don's Post and the 1989 posts on the Lady Luck Wincard chips. Here is my take on these chips. I’m sure that cashiers at the Lady Luck grabbed up all the white NCV Chips they could find and stuff them into packets, since even today casinos are reusing previous chips for the promotion.

We run into this same issue with the Four Queens, Harrah's in Tahoe, Rail City and many other casinos that used generic chips for Wincard Packets.

I don't think we will ever know the exact number of casinos that used the Wincards Promotion. Heck there are a few casinos I have listed having the Wincard Promotion that don't have NCV chips that have been found (Bally's Tunica for example).
