As far as I know the singles were 'packaged' by a distributor in Hong Kong (officially, with agreement)
Consequently, they were imported into the UK for sale and hence attracted VAT. Sounded like a scam to me.

The notes were never legal tender in the UK btw, although the banks would honour them in terms of exchanging them for regular notes.
