Who were they issued by? I am showing that it was issued by BOE in 1997 as a modified #385a (modified w/HK serial).

It states it was issued in a single with a special card, issued in sheets of 12 & 35.

I am quessing the sheet was 36 but the corner note was cut. Those corner notes were never issued- used for accounting.

Let me know what all you know about these.... this is interesting info.
