Even from the local casinos, there are mixes of both molds. I've also seen many chips made by Paulson with both H&Cs. I think they just mold them and use both. So when someone orders 1,000 lt blue chips, they go to the lt blue bin, and whatever comes out gets stamped or has the label slapped on it.
