In answer to Paul's question, both the Cleveland and New York Syndicates were active in Newport by the mid 1930's. Sleepout was at the Flamingo (633) Club by at least 1934 and Cleveland took over the Beverly Hills in 1936. Of course the two groups worked together and shared profits. It seems likely they also went to Jeffersonville to get in on the action there, but until now, I've never seen any evidence of that.
