Certain insecticides and rodenticides are deadly in the wrong hands as well -- as are automobiles... and not just anyone can apply them safely and correctly; or operate an automobile safely and correctly... we have measures to be certain that the applicator and driver are propely trained and following all rules. We even pull 'spot-checks' to be certain the chemicals/poisons are being stored and applied according to the label and that the drivers obey the rules. We even give them rulebooks to carry in their car and labels to carry with their equipment -- it saves life; bigtime...! We don't ban these, but we take the proper measures to help reduce death... none of which are thought a punishment to anyone; just a safty measure.
