They only got the money at whatever the buyin was at the time you played.
The chips could represent an IOU for a higher buyin value and could thus be re-introduced. That is why you are not allowed to leave with them and it is theft. End of story.
What is the difference between harvesting and stealing? IMO they are the same thing anyway.
