Hood ornaments (which evolved from radiator cap ornaments) are usually more ornate. My first impression was something like Oldsmobile, but they are more elaborate than the one pictured.

This one seems a bit crudely made. I would suggest you also consider the possibility of a pedal car hood ornament, particularly from the early years (1920s-1930s).
