It seems that ebay WILL refund all final valuation fees if the seller (Me) cancels the transaction & the buyer agress. (clearly this buyer will agree). Once settled ebay refunds the buyer and refunds me the FV fee. Just not sure on the paypal side of things but hey, there's something new you learn every day.
