The only solution I've found for chips and coins when many are stored per plastic page is to store the binders horizontally, one stacked on the other. I have begun using a "desk organizer" that makes it easier to access the lower binders in a stack. Costco sold these for $10 or so a year ago, but there are probably other sources.
I use this method only for my very heavy pages containing larger casino tokens and use 1/2" binders. I can get two binders per shelf and it's pretty easy to get the bottom one on the shelf to slide out when you need it.
My chips are in plastic pages inside larger binders, from 1.5" to 3" in ring size. So far, I've found no better solution to the problem of storing the binders than to stack them on a table or on the floor. I think a custom-made wood shelf with room for one binder per opening would do fine. I haven't been able to find a commercial cabinet made like this.
