Another USPS Horror Story mad

I buy and expensive chip off of ebay, seller has high feedback and sells a lot of expensive chips. He sends it USPS insured with delivery confirmation. Get the "sorry we missed you" slip and went to post office today to pick up. Clerk brings out bubble mailer with hole torn in back and nothing inside. I know I'll get my money back eventually from paypal/ebay, but what the heck is wrong with USPS? The envelop looked ok from the front with no creasing or folds. The tear on the back looked very strange, I could not reproduce it myself if I wanted to. The best part is the PO clerk would not let me take a picture of the envelop because I refused to sign for it. She said it was going to be returned to the seller and he had to file the claim. I asked why the sorter clerk or my mail carrier would waste their time sorting and delivering an obviously empty insured envelop, rather than reporting it to their superiors. She just smiled and said she had no idea.
I do feel a little bad for the seller because it appears he packaged it correctly, but I can't tell because the chip is gone!
