USPS won't be able to pay the $5.5 billion due tomorrow to fund their employees' pensions. There's another payment due in a few months for another payment of $5.6 billion.
Since they can't make money on first class mail, is there any option other than dropping this and making Priority Mail the new "first class"? That's not a rate change, just eliminating a money-losing product.
Prepare for $5.30 minimum on your chip mailings (padded envelope) in the near future (maybe just after the Christmas rush?).
