Two things:
¶ the 68% is the tax rate on the casino winnings. The player's shouldn't care whether the tax is 5% or 68% -- it is not the same as the casino vig or take on the slots. The casinos do well because there is so much business there.
¶ the article seems wrong in part to me when it says "The racinos offer only slot machines. New York is considering whether to legalize Vegas-style casinos, which include live table games." I have visited the Resorts World racino at Aqueduct in Queens, and they do have some interesting "table" games (like craps, roulette, etc.), though no live dealers and no chips. For example, for craps there are large dice in a glass covered table that bounce about for all to see the result. Each player has an electronic console where he can place bets and collect wins using credit cards, credit slips of paper, etc. Very interesting.
