The PCNY was to be a "gambling cruise ship to nowhere" that was to set sail from New York City. The chips were made, but the necessary permits were never obtained, and the venture folded. The chips ultimately made it into the open market.

First is a set of five chips. The darker $25 on the far right is from the secondary rack.

Next is a $500 chip from the secondary rack. This is the last one I have. Great image of the World Trade Center.
