That may may still mean they were only in use for a few months and an older photo was used or the plaques brought out for that shot, or may indicate they were in use for longer.

Your guess is as good as mine-- I'd like to believe they were in use longer, just because it would be a darn shame to only use such beautiful plaques a few months .
