special on USPS insurance on the news today

They are basically saying that insuring an item valued at under 200.00 with delivery confirmation is a waste of money unless you request a delivery signature. I cant tell you how many times I have shipped an item this way. They are saying that the USPS will not pay unless you requested a signature but the case they used said the package was "delivered" with no signature and the recipiant is claiming they never got it. Has anyone else had a outcome where the post office paid on a claim on an insured package without requesting a delivery signature and delivery confirmation only?
