You are using the 'File Upload' button at the top.
That is supposed to be for images appearing in the bottom of posts only.

Try again.
1. Open a new/reply post screen
2. Immediately above where you would start typing, it says "Upload embedded file" and has a browse button.
Try uploading it through that.
