He is selling a consigned chip. The zero feedback bidder may be the owner who is protecting the value of his consignment. I'd say this is OK, unless he should cancel his high bid near the end and let it go to another bidder. In that case, I think a protest by the winner to eBay would be honored and the sale cancelled.

This is a very good chip, and well worth the current bid!
