The Ebay seller's other items are all "Buy It Now/Best Offer". For his one chip item, he decided to make it an auction.

I'm not saying he did, but for some items I have bid on, I was pretty sure the seller made a separate Ebay account to bid up the item.

If the bidder with 0 feedback wins, it will be interesting if the seller offers the chip to you for your highest bid..that has happened to me a few times..
