It sounds like someone else has the chip, and won't give it to him so he can send it to you. It also sounds like his is trying to make good and refund your money. He probaly transferred to his bank account and does not have enough to make the full refund yet (until he transfers funds back).
Thats what I get anyway.
Moral is: do not sell for someone else unless you have the item to ship.
