This photo is older than 1960 - that is when gambling was legalized, these are Pace slot machines, most Pace machines ended up in Northern Nevada. Early gaming law in the UK only allowed 10 slot machines per license.
The biggest market for Pace slot machines was Northern Nevada or Idaho. After slot machines was outlawed in Idaho 1954 - many small Northern Nevada operators went to Idaho and bought Pace machines. Bill Harrah was a big buyer after Idaho outlawed slots. Another was Harolds Club.
Why do I say it's Harolds Club - Reno, the solid color (Red) Pace Slot Machines. Also if you look closely at the top left corner you will see some displays of guns - yes Harolds Club had a large gun collection back in the day.
