Yes, you are correct. It is an anti-counterfeiting clause. Many notes have such clauses printed on them. Some (older ones) even stat punishable by death because it was seen as an act of treason. Treason because it would disrupt the faith and trust of the economy of the nation.

This one however would be difficult to enforce since Kamberra has no militia, and probably not even that much currency (to pay the fine with).

Where Kamberra’s notes become cheesy is the people they use on some notes- Marilyn Monroe, Frank Sinatra, etc., not people you expect to be found on notes.
