Notation on the Chip Guide page says:

Roots of this casino begin in 1978 as a roaming charity casino before finding a permanent location in 1990. It settled in it's current location in 2000.

I suspect your chip was originally used by the charity casino in lots of Canadian locations before settling in Boomtown Casino, Fort Mcmurray, Alberta.
