Did you notice the Snopes article only mentioned times of war or national emergency?

Read the EO again, starting with PART I - PURPOSE, POLICY, AND IMPLEMENTATION - Sec 102
half way into the paragraph where it says "in peacetime and in times of national emergency."

In peacetime AND emergency...... kinda sounds alot like ALL THE TIME!, doesn't it?
