If you are selling a chip or anything for that matter and there's history on Ebay of it consistantly going up to $50 or $60. It makes no sense to start the item at $9.99 or 14.95. the listing fees may be higher and people tend to lock on (watch list) to the lower starting prices and will never revisit the other item.
