Jim, I believe Conelrad was an earlier version of the current Emergency Broadcast System (EBS)... I remember seeing car radios in the late 50's and early 60's with that triangular Civil Defense (CD) logo on the dial... while all licensed radio stations in the U.S. are now members of the Emergency Broadcast System, I think only one or two select stations per market were known as Conelrad stations back in the day.
