Jason, be sure to ask the vender, however...

as a rule of thimb, if the plastic is soft and very pliable, chances are it is NOT PVC-free. In fact, PVC is an additive to male plastic softer, pliable and a bit stretchy.

Suggest you only buy from a reputable source (like Charles) (and there are others) and be certain that you stipulate PVC-free products.
