I agree w/Smitty; these were cheap 1940-30's (perhaps older) substitutes for the clay chips. Some say they were used in the back of stores so the sheriff would not hear the chips "click" but probably for home play. $5 or so would be the approximate value; very common and not very collectible tho probably all of us antique non casino chip collectors have samples of these and other paper chips.
