I had a transaction like that. They waited until enough time had passed, and refunded money...4 MONTHS later the chips arrived, going from Calif to Chicago then finding their way to me. I notified the seller, and he said that's ok keep em as it's been an inconvienece for you. There are a lot of sellers that do what they say they will do...If he was gonna scam you, he could've said oh sorry you didn't insure them tough luck, and not thought about refunding unless made to by Ebay/Paypal (I've had 1 or 2 of those instances over the 14 yrs I've been with Ebay.) So give the seller the benefit of the doubt. :eave positive feedback like others on here have said to do...Item never arrived but seller refunded me...
