As someone who has had big postal problems of late - both shipping and receiving, I guess I kind of empathize with the Seller. I had a chip lost in the mail I sold and couldn't rebate the money fast enough. If you look at your Seller's feedback - it is 100% positive, no neutrals and no negatives, and I'm sure he thinks it is important to keep it that way. Many of his transactions are for much more $ than his chip sale to you, which may mean nothing, but it also may suggest that he is unlikely to mess around for a few dollars. Also - if you read down his detailed feedback - you will see on 2/12 that another buyer reported that his package never arrived and the Seller promptly refunded the $. You can either read this as his local PO has issues or that he is a serial cheater. Either way - I would just not leave feedback and let it go.
