If the chip is only worth a few bucks or replaceable here is what I do. I put the chip in a flip with tape, not staples. Then I place it in a cardboard coffee cup holder and use tape again. Then it goes in a small envelope and it usually weighs in at just under one ounce and cost less than a buck. I haven't had any problems yet and I have been doing it this way for some time now.
Better chips I put in padded envelopes and only use Confirmation on good chips.
