I took three chips and put them in a binder page cut down for the three chips. I placed them in a bubble mailer 9 3/4" X 6 1/4". It passes the flex test. Weighs under 3 oz. What should postage cost? I want to argue the point tomorrow. I don't believe this is a parcel. So is it a letter or a flat. Opinions?
