In all my experience, I have never seen anybody coming to join a local chapter of an organization question having to join the parent.
From joining Bowling Leagues when I was 7 years old which required membership in a national organization, through joining a Lodge as an adult.
The reason you say you would ask is because you already have formed an opinion on this issue. The reason others would ask is because when you present it to others you will raise the issue intentionally because of your opinion.
Bob I understand that part of your position here comes from being part of the only Chapter which actually didn't form as a Chapter. Being that the CO. Club existed independently I certainly see where you don't think of being a Chapter member as being a benefit of being a member of CCGTCC as you could have been a member of the CO. Club prior to the time they joined.
So Bob, the question I'd ask you is why did the CO. Club decide to join the CCGTCC? When you answer that question... you'll have answered your question
