Usually, these guys just carry a pick, knife and screwdriver, but in this case looks like they came with the proper tools to unbolt the unit from the floor... and they knew how much time they had, too.
I have a friend who's a collector and also has a few safes in his home that are bolted into a concrete slab and he made it a point to secure his tools so nobody can use them.
He's also hard-wired, but still takes the precaution.
When I was building my house, I helped a neighbor who was installing a series of small floor safes (embedded in concrete) and before they poured the slab we were breaking up beer bottles and whatever all glass we could find to mix up with the mud. Can you imagine what would happen if someone started trying to chip away at that concrete trying to pull up the safes -- they would get a facefull of glass fragments.
