.. what has happened to me more than once. Almost every post office I've been to in Las Vegas considers a bubble mailer a parcel, not a letter. The one I went to yesterday (at Decatur and Alta, near Arizona Charlie's) did not. I'm hoping these packages reach their destination. What Brice apparently fails to realize is that the regulations often are interpreted differently by different people, and the result can be postage due. I have a responsibility to make sure the package gets to the recipient. The chance of that happening is greater with the parcel rate.
