The cardboard may actually help break the chip

The letter has to go around a 6" spindle to be canceled so it has to be flexible. If you tape the chips to cardboard, that makes the whole thing stiff and could cause the chips to break when it tries to bend. You are better off spacing out the chips and using paper if you do not want to pay the .20 cent surcharge for rigid and having it hand canceled at the post office.
