Here is the post office physical standards rules for flats:

Seems to me that technically it might not be a flat because it can't pass the "Flex Test."
Go down to the post office with the mailpiece and the rules!

I work at the P.O. IT IS A FLAT
It only has to bend one inch to pass the flex test

What I have been told (Right or Wrong) by the PO
Letter may include merchandise, bulky items
