Re: #000 Bubble Mailer is a PACKAGE

It could easily be considered a FLAT if it doesn't go over 3/4" in thickness and you do not print out a 1st class parcel mailing label with a delivery confirmation number, then it is a parcel. A FLAT cannot have a delivery confirmation number as I understand it.

Letter may include merchandise, bulky items
