Better to add a custom sticker then not. I have never been charge any duty for anything sent to me that stated poker chips.
It may be just me but I use the term poker chips rather then casino chips ... packages that had casino chips on the custom sticker have been opened by Customs to check the contents. Packages that had poker chips on the customs sticker have never been opened by Customs. And if it is a large amount of chips (more then 40) then the term 'Poker chip set' is appropriate.
